Hippie and Lord Shabboneau

That's a wise old Hippie 

from Pokémon Episode called "Wake up, Snorlax".

He has a white long Hair covered his Eyes 

and a white Mustache. 

This is Lord Shabboneau

from Pokémon Episode called "Awakening the sleeping Giant". 

He was a good King of Camphrier Town and 

the Owner of Shabboneau Castle.

The Hippie was so wise that he likes to play a Pokéflute 

to wake the Snorlax before it eats the Thorns. 

At the End of the Episode called "Wake up, Snorlax", 

the Hippie was off to the sacred Ceremony in the Cave to 

wake up another Snorlax as a sleeping God with a Pokéflute . 

Princess Allie took the beautiful Pokéflute 
and Lord Shabboneau wanted her to give it back, 
but she was refused. 

It was up to Ash, Pikachu, Serena, Bonnie, and Clement to, 

gave Lord Shabboneau back the Pokéflute. 

Team Rocket took it and Jessie played the Flute. However, Snorlax, despite waking up, was enraged by Jessie's performance and blasted Team Rocket off. 

Lord Shabboneau took back the beautiful Flute and played it.

I guess Shabboneau is a French Name, 

not a Scottish Name, Irish Name, and a Welsh Name.
