It's a Delibird. 

The Delivery Pokémon. 

Delibird was a Ice and Flying Pokémon from the Johto Region. 

This Delibird has a white hollow Tail that 

looked like a Bag full of Goodies. 

Especially, some of the Presents have been known to explode 

in order they can actually restore energy to Delibird's Opponents 

according to the Pokedex.
