This is "The Blocky and Oxwinkle Show". 

A Parody of The Rocky and Bullwinkle Show in 

Rugrats Episode called "Sour Pickles". 

When Stu and Drew were Babies, 

they loved The Blocky and Oxwinkle Show in the 50s. 

Blocky was a Block Person and Oxwinkle was an Anthropomorphic Ox. 

Whenever Stu and Drew were caught fighting, Lou turned off the television and shout, "No more Blocky and Oxwinkle!" making them cry, but he doesn't care if or how much they do so, 

which is why Stu and Drew were dysfunctional Brothers. 

If Stu and Drew were good, 

Lou would let them watch "The Lawrence Welk Show".

But Stu and Drew hate "The Lawrence Welk Show", 

they love "The Blocky and Oxwinkle Show" 

because it's their favorite TV Show.
